With the Kyoto Protocol coming into effect in 2005, a new international carbon market has now taken shape, and China already stands as the world's single largest source of GHG emission credits under the CDM system by supplying over 1/3 of carbon credits to the global carbon market established under the CDM, and has the potential in the future to supply upwards of 30-50% of global CDM carbon credits. However, more efforts are required to be in place to ensure that "carbon credits" are used to benefit the poor, as ongoing CDM projects often focus on "end of pipe" solutions, by, for example, reducing GHG emissions caused by chemical industry process. Many do not lead to technology transfer or foster the development of clean energy in China .
In partnership with the Ministry of Science and Technology (MOST) and China International Center for Economic and Technical Exchanges (CICETE), UNDP MDG-Carbon Programme linking carbon emission reduction under the Kyoto Protocol and carbon trading schemes for achievement of sustainable development under the MDGs was launched in February 2007. The project will generate a new form of carbon emissions reduction units that integrates social and environmental issues into project design for the purpose of reducing poverty and achieving sustainable development goals. The project will develop a strategic framework and plan for MDG Carbon market development, support the design and implementation of pilot MDG-Carbon projects, and facilitate Public Private Partnerships in particular for establishment of a Climate Exchange process in China .
MDG-Carbon Programme is under National Execution. The National Implementing Partner of MDG Carbon Programme is the China International Center for Economic and Technical Exchanges (CICETE). The cooperating partner of the project is the Ministry of Science and Technology (MOST). The duration of the project will be two years.
MDG-Carbon Programme is seeking 8 project staff and consultants that can provide the required services to the project.
