was held from Aug.18 to Aug. 19 in Chifeng, Inner
Mongolia as scheduled. Mr. Wang Yue, officer in charge of CICETE,
officials from CICETE and UNDP, SMAP specialist team and the representatives
from the four pilot microfinance institutions (Chifeng, Yilong,
Xingren and Dingxi) attended the meeting. Professor Liu Wenpu, the
SMAP team leader, concluded last year's work and achievements of
SMAP at both Beijing and local levels, and also introduced the further
workplan in year 2003. The main achievements of SMAP are listed
below:
1) The four MFIs keep providing credit service to more than 10000
people in rural areas.
2) Accelerate the setting up of the conducive environment for NGO
MFIs. The PBC policy study subproject is going on smoothly.
3) Achieved to help the MFIs enhance their management on Accounting
System in line with international standards, Product Design, Business
Planning, and accelerate the development of the MIS software.
4) Helped Chifeng, Dingxi and Xingren with their institutional reconstruction,
and the new organizational structure contributed to enhance the
management efficiency.
5) Strengthened the promotion to public for more fundraising and
technical supports, e.g. website and SMAP brochure.
6) Completed the mid-term institutional assessment mission and helped
the pilots focus their issues and find the solutions to solve their
problems.
The representatives all actively involved the discussion, telling
the challenges they've been facing and how they've tried to conquer
all the difficulties. Meanwhile, they raised some practical issues
that bothering them now such as the further capacity building of
the management staff, fundraising etc. Mr. Wang Yue positively confirmed
the achievements and contributions that each side has made in the
past year and concluded the issues raised during the meeting. UNDP
officials indicated that they would try their best to help both
CICETE and the four MFIs to achieve the goal for the MFIs' sustainable
development.
