Background
Under the framework of the UNDP programme Tibet Poverty Alleviation and Development in Tibet and under the direct supervision of both UNDP and the National Project Director (NPD), the Coordinator will work in the sub-programme of Tourism Industry Strengthened for Sustainability and Poverty Alleviation to contribute to developing community tourism pilots in 2-3 sites.Supported with technical assistance from short-term specialists, the Coordinator will be responsible for drawing on best international and national practice to perform the following duties:
The programme has the core goals of livelihoods generation, cultural preservation and environmental sustainability. It is increasingly clear that there is large potential for economic development in drawing upon the cultural and natural resources of Tibet, and recent policies by the national and provincial governments recognize and emphasize this.
This presents great opportunity but also great risk for the future of the Tibetan heritage. It is imperative to ensure that the rapid development of these resources take into account their long-term protection. The programme aims to demonstrate that developing and protecting the natural and cultural heritage is not contradictory but mutually reinforcing.
The programme encompasses several components, focusing on developing the tourism and handicrafts sectors through a variety of policy level as well as community level initiatives, facilitating regional cooperation and strengthening trade links. Emphasizing livelihoods generation and community empowerment, the programme will implement pilots to develop new models for artisan collectives and home-stay tourism as well as engage in dialogue with government on overall development strategies for culturally based growth with sustainability. A large part of the programme will focus on building the capacity of training centres for tourism professionals and artisan entrepreneurs as well as the capacity of relevant government agencies.
Duties and Responsibilities
Engaging the communities and promoting local dialogue, focusing on:
Securing the ownership and commitment of communities in pilot villages
Facilitating participatory, bottom-up approaches to implementation to ensure that the programme adapts to the context and meets actual needs
Maximising benefits for the local communities and minimising social tension resulting from the programme
Carefully identifying local programme constraints and solving problems in open consultation with a broad range of stakeholders
Assist in facilitating participatory village development planning for leveraging responsible, pro-poor tourism
Providing micro business development for involved households, focusing on:
Assist in building basic business skills for community-based small scale enterprises, including business planning, customer satisfaction, pricing etc.
Assessing overall capacity needs and taking steps to address them
Assist in developing the product models based on pro-poor tourism best practices
Promoting commercial linkages to relevant networks and institutions
Analyzing and developing the institutional context, focusing on:
Assist in identifying and developing linkages between the pilots and relevant commercial entities and networks (with support from the Partnerships Coordinator)
Building relationships with government agencies involved in programme implementation and seeking the buy-in of strategic government partners (with support from the Partnerships Coordinator)
Assist in linking to existing initiatives as relevant in order to develop synergies and collaborations as well as extract lessons learned (with support from the Partnerships Coordinator)
Suggesting strategic priorities in developing an enabling institutional environment for the long-term strengthening of the sector
Supporting results orientated project management:
Ongoing activity status reporting to NPD
Drafting quarterly work reports to NPD and UN Volunteers
Assisting preparation of annual and quarterly work plans
Timely reporting on progress towards indicators and outputs
Results /Expected Output:
Village cooperation agreements for pilots reached based on strong community buy-in
Pilots established and responsible community tourism products developed
Trainings organised for participating households and village leaders
Village level tourism plans developed through participatory methods
Handicrafts sub-programme goals and activities integrated into the tourism pilots
Materials produced for and support given to the Tourism Resource Centre/Emporium
Business linkages established with tour operators, travel agents and other strategic commercial actors (with support from the Partnerships Coordinator)
Written reports to NPD, UN Volunteers as required
Required Skills and Experience
Bachelor degree or equivalent training in tourism, business, anthropology,development studies or other relevant discipline (Masters degree preferred)
Relevant work experience (preferably over three years) implementing community-level or small scale tourism projects
Experience of business development for small and micro enterprises
High degree of independence, creativity and ability to motivate
Ability to mobilize and work with a variety of partners, including government, donors
Willingness to work and live in basic rural conditions
Computer skills:Command over standard office software packages
Language skills:Fluency in Chinese required. Working level command of English and Tibetan desirable.
