UNDP/ EC project ¡° Governance for Equitable Development (GED) -- Strengthening Rule of Law and Civil Society Participation in China ¡± now is searching for highly qualified professionals for the Project Management Office (PMO).

Post Title:

Director of Project Management Office

Duration:

Full-time throughout the Project's duration (approx. March 2008- 30 June 2011)

Compensation

Qualifications:

Education

At minimum, an advanced degree in law, political sciences, social sciences, project management, economics, business administration, or other field related to the Project.

Experience

A minimum of ten (10) years of experience in international cooperation project management and at least five (5) years of EC project management experience , preferably in the field of Rule of Law and/or Good Governance; working experience in China will be considered as an asset ;

Skills and Abilities

Excellent operational, communicational and interpersonal skills and the ability to work in a team ;

Ability to draft concise, analytical reports in English ;

Reliability, initiative, thoroughness and attention to details;

Self-starting character and ability to work independently under general guidance;

Good IT literacy;

A good level of Chinese and previous working experience in China will be an advantage.

Language:

Fluency in written and spoken English is required. Knowledge of Chinese is a desirable asset .

Duties:

Overall daily operation and coordination of all aspects of the Project as well as the Project budget management under the guidance of CICETE . Indicative basic functions of the PMO Director include:

Overall:

Directing the Project Management Office and supervising the Project Officers and other PMO staff

Ensuring a smooth implementation of the project in accordance with all the relevant Project documents and UNDP procedures;

Establishing good administrative procedures for coordination of the project activities and ensuring that all of the components of the project are implemented in a coherent way towards their common goal.

Project Management

Coordinating and overseeing the preparation and the delivery of all substantive, managerial and financial reports from and on behalf of the Project;

Preparing and assuring quality supervision of annual work plans, , and budget forecast and financial reports , quarterly reports on the basis of the legal Project documents, under the general supervision of and in close collaboration with the National Project Director (NPD);

On the basis of the approved formats, preparing consolidated six-monthly progress reports for review and endorsement by the Project Steering Committee;

Coordinating with (deleted monitoring) and being responsible to the NPD for a proper implementation of the work plans;

Ensuring consistency among the various Project components and related activities;

Providing technical inputs to the Project's activities where appropriate;

Preparing any special reports related to priority issues;

Overseeing an effective and continuous Project monitoring and evaluation plan;

Ensuring a strict observance of UNDP rules and procedures and ensuring that specified tasks undertaken at the project sites are outsourced to suitable consultants and/or organizations ;

Preparing a phasing out strategy (as an attachment to the annual work plan for the final year of implementation;

Preparing a final project completion report.

Human Resource Management

Supervising all Project staff members in the PMO as well as of the PMO budget; certifying attendance sheets and overseeing the establishment and operation of the project personnel performance assessment scheme;

Working with project staff members and consultants to help them in adopting a practical and simple methodology for determining the impact of Project activities and the process of developing new policies;

Ensuring quality preparation of Terms of Reference for the Project's consultants and contractors.

Liaison and Networking

Liaising directly with designated officials of the Project's Management Board (MB), donors, and other partners as deemed appropriate and necessary by the MB;

Establishing institutional links with key government counterparts and other organisations within and outside the Chinese government as well as with CSOs that are involved in the Project;

Working with the stakeholders to develop and implement an effective advocacy and visibility plan;

Elaboration and application of best practices acquired along the Project's duration.

Other

Being an ex-officio member of the Management Board and being responsible for the preparation, organization, and follow-up necessary to the effective conduct of the MB activities;

Participating in all meetings of the Project Steering Committee (PSC), as an Observer;

Other duties and tasks assigned by the National Project Director.

The successful candidate shall be compensated in accordance with the rules and regulations of the UNDP /EC.

Qualifications:

Education

At minimum, a four-year university degree in law, political sciences, social sciences, project management, economics, business administration, or other field related to the Project.

Experience

At least seven (7) years of relevant work experience including five (5) or more years in international cooperation project management ; experience in EC project management will be an advantage ;

Skills and Abilities

Strong operational , communicational and interpersonal skills ;

Ability to draft and edit project reports in English;

Reliability, initiative, thoroughness and attention to details;

Good IT literacy;

Ability to maintain effective contacts with respective project focal points within the national counterparts of the Project

Language:

Chinese citizen, fluent in written and spoken English

Duties:

Provide daily assistance to the PMO Director. Each PO will concentrate on a specific Project component implemented by one of the national implementing bodies: the Supreme People's Court (SPC), the National People's Congress (NPC) and the Ministry of Civil Affairs (MOCA) respectively. The POs will cooperate with each other, together contributing to the overall goal under the PMO Director's supervision and instruction. The POs will spend a minimum of 60% of their working hours in the PMO office and depending on the project's implementation needs the rest could be spent in the offices of the national counterparts . The PO will have his/her specific task area, with responsibility for the following functions:

1) Post 1

Engage in the implementation of the Component 1 ¡°Access to Justice is increased¡±;

Communicate and consult with the Supreme People's Court's Project Coordinator.

Design and make work plans.

Manage the project activities according to the work plan;

Draft the required progress reports, meeting minutes or other documents;

Assist the PMO Director in preparing the assigned necessary documents;

Undertake translation or interpretation tasks when necessary;

Cooperate with other members of the PMO;

Complete tasks assigned by the PMO Director or by the National Project Director through the PMO Director.

2) Post 2

Engage in the implementation of the Component 2 ¡° The law and policy-making system is improved ¡±

Communicate and consult with the National People's Congress's Project Coordinator;

Design and make work plans.

Manage the project activities according to the work plan;

Draft the required progress reports, meeting minutes or other documents;

Assist the PMO Director in preparing the assigned necessary documents;

Undertake translation or interpretation tasks when necessary;

Cooperate with other members of the PMO;

Complete tasks assigned by the PMO Director or by the National Project Director through the PMO Director..

3) Post 3

Engage in the implementation of the Component 3 ¡° Civil society involvement is broadened ¡±;

Communicate and consult with the Ministry of Civil Affairs'(MOCA) Project Coordinator;

Design and make work plans;

Manage the project activities according to the work plan;

Draft the required progress reports, meeting minutes or other documents;

Assist the PMO Director in preparing the assigned necessary documents;

Undertake translation or interpretation works when necessary;

Cooperate with other members of the PMO;

Communicate effectively with CSOs that are involved in the Project and CSOs in general;

Complete tasks assigned by the PMO Director or by the National Project Director through the PMO Director.

Qualifications:

Education

A four-year university degree in law, political sciences, social sciences, project management, economics, business administration, or other field related to the Project.

Experience

At least five (5) years of work experience in the relevant field . R elevant experience in daily management of cooperation projects funded by EC or UN agencies (or other international donors) will be an advantage.

Skills and Abilities

Familiarity with standard office procedures and organisation of events.

Proficiency in MS Word, Excel, PowerPoint and common e-communication software.

S trong communication and interpersonal skills ;

Language:

Chinese citizen, fluency in written and spoken English

Duties:

Project Assistant serves as a person assisting in the programmatic and administrative areas of the PMO either in support of, or in conjunction with the National Project Director or the PMO director or Project Officers .

Editing the Project newsletter;

Managing the Project information, archives, documents;

Organizing meetings (events) and other Project-related activities;

Assisting in drafting the required reports, meeting minutes and other Project documents;

Undertaking translation or interpretation when necessary;

Completing the tasks assigned by designated persons within the PMO

Finance Officer

Qualifications:

Education

A four-year university degree in Finance, Accounting, Business or Economy,

Experience

At least five (5) years work experience in the relevant field . Experience with international cooperation will be considered as an asset.

Skills and Abilities

Familiarity with international and China 's financial rules and regulations ;

Familiarity with financial management of international cooperation projects ;

Good communication and interpersonal skills.

Language:

Chinese citizen, fluent in written and spoken English

Duties:

Provide technical support in all financial operations of the Project

Prepare the budget forecast and budget amendment both in UNDP and EU format;

Prepare financial report or other financial documents needed;

Check and verify expenditure invoices or receipts

Other tasks assigned by designated persons of the PMO

Project information
Partners
The joint Project is supported by E C and UNDP and executed by a national implementing partner - the China International Centre for Economic and Technical Exchanges ( CICETE ), with combined efforts from the Ministry of Commerce, National People's Congress, Supreme People's Court, Ministry of Civil Affairs, and five national and international NGOs.
Budget
The total budget is 8,080,000 Euros for th e duration of 48 months (200 7- 2011).
Objectives

The objectives of the Project are to support the process of governance towards more transparency and accountability and strengthening the emerging institutions of the judiciary, the NPC and civil society. The Project aims at contributing to the Chinese Government's efforts in this respect by promoting civil society development and the rule of law through institutional reform, democratic law-making, participation, communications, and piloting, with a specific focus on urban-rural balances, gender issues and vulnerable groups.

Specifically, the Project seeks to raise awareness, build capacity, and stimulate creative participatory solution processes in order to achieve the following outcomes:

(i) National People's Congress: institutionalizing participatory process for lawmaking, enhancing capacities for law-making and public engagement and improving law harmonization;

(ii) Supreme people's Court: enhancing the capacities of the SPC and local courts to deliver fair and transparent justice and increasing the transparency in court decision-making;

(iii) Civil Society Organizations (CSOs) / Ministry of Civil Affairs (MOCA): improving the policy and legal environment of CSOs and enhancing perceptions of CSOs' role in development; building government capacities to involve CSOs in policy-making and public service delivery; improving co-ordination and communication between CSOs and between CSOs and the government; developing the institutional and professional capacities of CSOs.
