The signing ceremony of the
Memorandum of Understanding (MOU) among CICETE, UNDP and the Leading
Group Office for Poverty Alleviation (LGOPA) on the establishment
of China International Poverty Reduction Center took place on May
27, 2004, following an official meeting between the Chinese Vice Premier
Mr. Hui Liangyu and the UNDP Administrator Mr. Mark Malloch Brown,
during the World Conference on Poverty Reduction in Shanghai. Mr.
Yi Xiaozhun, the Assistant Minister of MOFCOM, signed the MOU on behalf
of MOFCOM, while Mr. Liu Jian, Director of LGOPA and Mr. Khalid Marlik,
UNDP Resident Representative in China also singed on their behalf.
Mr. Wangyue, Director General of CICETE also attended the meeting
and the signing ceremony.
China has succeeded to reduce poverty on a remarkable scale in
the past two decades. China's increasing role, willingness and efforts
in reducing poverty at the national, regional and international
levels has major implications for the achievement of poverty reduction
and other Millennium Development Goals globally. Capturing and sharing
of such successful experiences and lessons learned between China
and other developing countries needs to be further encouraged and
supported.
The Centre aims to facilitate the sharing of knowledge between
China, other developing and transition economies as well international
development institutions, specifically centered on poverty reduction
policies and strategies.
UNDP is the UN's global development network, advocating for change
and connecting countries to knowledge, experience and resources
to help people build a better life. LGOPAD, is an intra-government
agency for the design and coordination of national poverty reduction
programmes. The MOFCOM is responsible for coordinating all international
cooperation agencies and programmes both bilateral and multilateral.
This tripartite partnership will provide a mandate to the Centre
to help promote strategic and coordinated approach to poverty reduction
and accelerate the achievement of Millennium Development Goals.
This initiative will be open to participation by other development
partners.
